Family members who wish to bury the deceased in a cemetery defined by the National Insurance Institute as a "closed cemetery" must pay for the burial plot themselves.
"Closed cemetery" - is a cemetery with a percentage of available burial plots below 1% of all its existing plots, and to wchich it is impossible to add further burial spaces.
A list of "closed cemeteries" is published on Reshumot in accordance with article 14a of the Law on Jewish Religious Services (consolidated version) of 5731 - 1971, and the approbation of the Knesset's Internal Affairs and Environment Committee.
Under the Law on Jewish Religious Services, the Chevra Kadisha must provide the public with a map of the cemetery, signed by a NII representative, indicating the borders of the closed cemetery in which burial entails payment of expenses.
